Garage Lighting

My attached garage has a fluorescent light fixture I don't like. Maybe it just the bulbs but it just seems too dim for me. I have added some shop lights with 8 foot plugin cords in other areas of the garage that I like.

What I wanted to do is remove the light fixture and add a pair of outlets in its place (two gang receptacles?) and then I could plug in up to 4 sets of the shop lights I like and have them controlled by the light switch. Probably would only have 1 or 2 "on" at the fixture most of the time and then when I needed more light I could pull the chain to turn on the other two.

With that in mind I wanted to know what kind of junction box was being used with the current fixture. Removed a couple of screws to remove the fixture from the ceiling and it appears the wiring just comes out a hole from the drywall into the fixture base were it connects with the lights wiring.

Since it doesn't seem there is a box there my plan would be:

1) disconnect and remove the light.
2) add a 2 gang "old work" box.
3) wire in my 2 outlets.
4) add the outlet plate
5) plug in my lights
6) save the removed fixture for the less used detached garage (once I figure out why power to that building inst working)

So my question...can I use an "old work" style box on the ceiling?...there wouldn't be much weight on since the lights would be attached to the ceiling separately.
