video of my Dipper cylinder fall

take a look at this video.... I know the cylinder needs a rebuild...but am wondering if it is JUST a seal kit...at the 35 second mark. the dropping cylinder picks up speed....making me think the BORE of the ID is bad there....

and as such JUST seals might not repair this issue...what do you guys think?

id rather just buy a cylinder , than rebuild one and still have a bad cylinder..
