Oil change problem

I have a rough prewar Model A - I went to change the oil and almost none came out. I pulled out both the filter and the drain. So I thoughI test and I put in 2 gallons of fuel. That just dripped - is it plugged with gunk?

Also I need the steering housing gasket to radiator housing.
