CountyLine Quick Hitch - Non Quick Hitch Compatability?

Tractor Supply has these quick hitches with what appears to be the ability to hook up to non quick hitch implements.

This would take the hassle out of hooking up the lower arms anyway. Is that what this is? I haven't seen this setup before.
