Landscape rake, Box blade or both

Need some advice, here. I've got about a 50'x50' area that needs work. It's heavy clay (It's August, think parking lot) with a lot of rocks from little ones to 2 1/2 to 3" in size. I've got access to a box blade and a landscape rake. What would work best to level and clean it up. The rake, box blade or both? All suggestions are welcome including don't do anything at all.
