790 Question

I recently purchased a "like new" 790. The only problem I've found is that the lever to raise/lower the three point hitch (I think the technical term might be rockshaft lever) is extremely difficult to move.

Does anyone know if/how to adjust the tension/friction of this lever or could the problem be internal to the valve? Any advice will be greatly appreciated!
