2750 rockshaft issues: won't go QUITE all the way down

Hello. I've lurked around a while but this is the first time I've been totally stumped, so have registered to post. Look forward to being a part of things.

2750 3 point hitch won't go all the way down. If it sits overnight with weight on it, it eventually will, but if the engine's running it will only lower to about 18" off the floor (10" or so is normal).

Backstory: I've had the machine 3 years, and it's very infrequently (like once every 100 hrs or something) done a weird thing where it will only lift the 3ph a few inches off the ground. When trying to move the position selector to UP, the LEVER travels most of the way, then runs into soft resistance--like it's hitting something that's yielding or bending a little bit, not a hard stop. But the implement won't lift more than a few inches. In those situations, if I engage the draft control and move the lever to UP, it lifts the tool all the way up just fine. Then if I move the draft lever back to MIN it will work as normal for a long time again. This has been worrying me since I bought it, but since it's so infrequent I haven't gotten to it.

The other day after using the machine, I went to unhitch a tool and the arms wouldn't settle quite all the way. Changed fluids and filters just in case, and also freed up the rate-of-drop wheel which had been siezed (just in case) with no help.

Other detail, perhaps unrelated: It was running really hot the week or two before this problem occurred, but it's also BEEN really hot here and we've been working the little guy really hard. I'd meant to check the t-stat, but am now wondering if something internal was straining the pump or something. Also, when this new issue occurred, the draft control lever wouldn't quite click down into the final hole of the MIN setting (off) like normal.

I removed the rockshaft cover, and the internal part of the load control arm is bent...

...but I strongly suspect that we bent it while removing the cover ourselves (it weighs about 5 times what I thought it would and we didn't have the hoist at first). There are also two missing circlips inside, but the linkage all seems intact. I'm going out to redrain the tranny and see if those circlips might have also been bumped off by our bungling the removal.

I'd really welcome any input. I rely on this tractor and need it back up asap. We usually do all our own work here, but I may have to haul it to the dealer if I can't move forward on it quickly. I'm not afraid of tearing into it, I just can't wrap my head around what could be wrong, and I can't understand how that load control arm would cause these symptoms, even if it was bent to begin with... I can imagine maybe a circlip failed, allowing the load control arm to not fully engage its slot and therefore bent, but I can't understand how that would cause this.
